With reference to the Secret Intelligence

Abstract forwarded to the War Office by the General

Officer Commanding, Singapore, for the month of August 1919 paragraph 256, I have the honour to transmit

herewith copies of two despatches from the Acting

British Consul General at Canton on the subject of

certain Chinese Societies alleged to exist in that port

and of labour conditions in Kuangtung generally.

I have forwarded copies of Mr Garstin's

despatches to the General Officer Commanding, Singapore.
